An individual has the ability to live by the Masjid al-Haraam and perform umrah and hajj but is unable to seek knowledge from the Scholars and students of knowledge, due to the language barrier and lack of translations.
Shall he live there as opposed to living in another city (I.e., Riyadh) where there are lessons translated from the Scholars and students of knowledge thus facilitating the acquisition of beneficial knowledge? Which should be the priority: To live by the haram (and perform hajj and umrah) and not be able to seek knowledge, or to live in a different city and be able to seek knowledge? May Allah reward you with goodness.
Learning about Allah and His religion is a priority. It is the best act of worship. We cannot worship Allah in a correct way except if we acquire knowledge. One can live in Riyadh in order to prioritise the learning of Arabic and attendance to classes of Scholars. Umrah can still be performed once a year.
