A woman showing her face to the authorities if requested

Question: 

If a woman wearing niqab who lives in the lands of kuffar is requested to show her face in official institutions as police station, municipal houses, courts, schools…, etc. Should she show her face for identity purposes?  Or is this prohibited? BaarakaAllahu fiiki

The Scholars say if the authorities ask a woman to show her face to check her identity then she has to obey and uncover it, because if she refused this will bring serious troubles to her and  the Islamic legislation prevents harm.
We have a ruling in Islam saying that pressing needs allow what is prohibited.
